Karta Center Foundation-Poland Web-site


I wanted to bring to the attention of my readers the following website from Poland that is entitled, "Karta". The KARTA Centre Foundation - an independent non-governmental organization dealing with the documentation and dissemination of recent Polish history, and Central and Eastern Europe (from the early twentieth century to 1989), the carrying of knowledge of modern man and the spread of tolerance and democracy. It has a portal of audio and video files that relate to Polish history. The site can be accessed here.

A Letter from Ingegerd Rabow, Editor-in-chief of ScieCom (Nordic-Baltic Forum for Scientific Communication)

Welcome to the June 2011 issue of ScieCom info.

Nordic-Baltic Forum for Scientific Communication.

There has been a lot of international concern about Elsevier's recently changed Open Access Policy. We can now publish a formal statement made by the Swedish national OpenAccess.se programme, run by the Swedish National Library to promote OA to research results produced by Swedish researchers. The Steering Committee is deeply concerned about any changes that restrict availability and strongly objects to Elsevier's new policy. "OpenAccess.se Statement: Concern about Elsevier's Open Access Policy."

An Open Access Policy has now been adopted by the Karolinska Institute (KI), Stockholm. The Policy will be in effect from July 1, 2011. KI encourages its researchers to make their publications to the greatest possible extent freely available, taking into account publisher terms and relevant demands of grant-awarding bodies and government authorities.  es. Will the more mundane communication channels have any roles in scholarly publishing? Will they seriously challenge the old academic publishing traditions? We hope to inspire lively discussions with the article "Taking new routes: Blogs, Web sites, and Scientific Publishing "by Helena Bukvova, a researcher and lecturer at the Dresden University of Technology. Helena Bukova presents several new aspects of web usage for researchers.

We continue to follow the promising OA developments in Denmark. Lise Mikkelsen has earlier reported on the hearing process for the first draft of the "Recommendations for implementation of Open Access in Denmark". The final version has now been released. In "Central Open Access activities in Denmark" Lise Mikkelsen  takes us through the key events related to the final Recommendations, and presents some of the main areas in the Danish Open Access Committee's final recommendations for implementing a national OA-policy in Denmark.

"Promote a national open access policy and create the necessary conditions for an efficient implementation of it" is one of the most important goals for the new strategy recently adopted by the Steering Committee for the Swedish OpenAccess.se programme. The main purpose of the Programme is to help increasing the share of freely available research publications on the Internet. "Strategy for the OpenAccess.se programme 2011-2013" was adopted at the Committee's May 23rd meeting.  The new strategy also defines goals for specific areas as well as the means to reach them.

Jan Erik Frantsvåg has earlier presented, "The Open Access publication fund at the University of Tromsø". His colleague Leif Longva now reports on "Doctoral theses are now submitted electronically at the University of Tromsø". It all started in late 2007, when an electronic submission portal for master theses was introduced.  The great success of this portal led them to consider doing the same for doctoral these. They had been surprised to notice that doctoral candidates were reluctant to include their theses in the Munin open archive. Encouraged by the earlier success the library launched a similar service for doctoral theses.

2011 University of California Libraries Academic e-Book Usage Survey Report Now Available

A new report, UC Libraries Academic e-Book Usage Survey: <http://www.cdlib.org/services/uxdesign/docs/2011/academic_ebook_usage_survey.pdf>
presents the results of a 2010 survey of 2,569 University of California faculty, staff, and students. The study was a
collaborative effort between California Digital Library <http://www.cdlib.org/> staff and University of California campus librarians undertaken as part of a Springer Science+Business Media e-Book Pilot Project.  Topics covered include University of California reader preference for e-books as compared to print books, valued e-book features, and an assessment of reader experiences with Springer e-books during 2009and 2010.  We hope
members of this list may find the report useful.

Call Papers for AATSEEL

The 2012 Annual Meeting of the American Association of Teachers of Slavic and East European Languages (AATSEEL) will be held in Seattle, Washington, Jan. 5-8, 2012. The second and final deadline for submission of proposals is July 1, 2011. For information about this meeting and details about submission procedures, please see the Call for Papers: http://www.aatseel.org/program/
The AATSEEL is continuing the option we introduced last year to submit fully-formed panel proposals with a single-paragraph description. Descriptions of individual papers for such panels may be submitted after the panel is accepted up to September 30, 2011. Individual proposals must be submitted by this date to be included in the program.
To submit roundtables or workshop proposals, please send a brief description, a list of participants and email addresses (for roundtables), and the name of the organizer, chair, or leader to the appropriate division head. These may be submitted any time up to the July 1 deadline.
To submit a proposal or be included in it, you must be an AATSEEL member in good standing for 2011-12, or request a waiver of membership from the Chair of the Program Committee (burry.7@osu.edu). CALL FOR PAPERS: The journal KNJIŽNICA (LIBRARY, ISSN 0023-2424) is now accepting proposals for publication in its international issue.

 KNJIŽNICA (LIBRARY, ISSN 0023-2424) is the first scientific journal in Slovenia to publish refereed articles and short communications presenting recent scientific and professional achievements in library and information science, book studies and related fields. KNJIŽNICA aspires to support the development of theory and practice and to raise the knowledge and skills of professional staff. The KNJIŽNICA is indexed in: LISA (CSA), LISTA (EBSCO), Proquest Science/Technology Databases (HT&AJ, Technology Journals, Illustrata Technology), Proquest Research Library, ProQuest Library Science, IBZ, and DOAJ. Full-text articles can be accessed on the journal's web site (http://revija-knjiznica.zbds-zveza.si/ ), and on the web sites of LISA, Google Scholar, dLib and COBISS/OPAC.

 The aim of the international issue is to stimulate scientific communication on recent development in library and information science (LIS) and profession in South Eastern and Eastern European regions. The international issue welcomes (1) research articles covering various aspects of LIS and related fields as well as (2) research articles covering various aspects on LIS and related fields by authors (researchers, students, librarians, etc.) affiliated in South Eastern and Eastern European regions.

 The journal welcomes manuscript submissions meeting the general criteria of scientific excellence and significance, especially if the research is based on international cooperative projects or multidisciplinary approach. Relevant research fields include, but are not limited to:

- Digital libraries, Digitisation, Digital Preservation, Evaluation of Digital Library Collections,

- Library and Information Science Education,

- User Studies in Library and Information Science,

- Libraries, Museums, and Archives in the Global Information and Cultural, Political and Social Environment,

- The Book and Book Publishing Studies,

- The Book, Libraries, Information Services, Publishing in Historical and Social Context.

 Manuscripts should be submitted to Primož Južnič (Editor-in-Chief): primoz.juznic@ff.uni-lj.si  by October 1st 2011.

Sri Lanka's Killing Fields


I know that this post has perhaps nothing to do with our field of Eastern European Studies Librarianship. Yesterday, a friend of mine pointed out to this new documentary entitled, "Sri Lanka's Killing Fields". I watched it last night and was struck by the silence of the UN as portrayed in this doucmentary on various issues that were depicted here. So Where is Buddha and his principals of non-violence? Please make up your own mind? So what about "Manno Singh"-the great savior of India? Is he sleeping peacefully? Of course, the civilians always pay the price...And who financed this? And to whom was Trincomalee leased? And how do we define geo-political interests of India?

So I ask the following question as my mind runs back to this addictive Romanian melody-Buzele Tale, and today I found that there are two versions of this song. As a reader, which version is better? Any ideas?

Journal of Minorities of Russian Federation


I was looking for a representative journal about the National and Ethnic Minorities of Russian Federation, and I accidentally stumbled upon
following online open-access journal. It is entitled, "Журнал "Мир коренных народов - Живая Арктика". It is published by the Russian Association of Indigenous Peoples of the North, Siberia and the Far East.


There are full-text PDF issues available at no charge to the visitor to the association's site. The journal can be accessed here.
