Call For Papers
Azerbaijan in the World is a biweekly online publication of the Azerbaijan Diplomatic Academy.  Launched in February 2008, it seeks to promote the broadest possible discussion of issues concerning Azerbaijani foreign policy and international relations by both
Azerbaijani scholars and practitioners and those from other countries.


 

Azerbaijan in the World is currently seeking submissions falling within the following broad themes, among others:
- Armenia-Azerbaijan Nagorno-Karabakh conflict; - Azerbaijan's interactions with different regions (East Europe, Western Europe, Middle East, Central Asia, CIS, Latin America, North America, East Asia, South Asia);-Azerbaijan's interactions with neighbours and major powers outside its immediate region (e.g. with the United States, Russia, Turkey, Iran, Georgia, China, Japan, Pakistan, India, Israel) - Azerbaijan's interactions within multilateral frameworks (WTO, OSCE, CoE, UN, NATO, EU, OIC, GUAM, BSEC, ECO); - Azerbaijan in light of the pipeline politics in Eurasia; - Azerbaijan in light of the development of transportation corridors in Eurasia; - Energy & Environment; - Azerbaijan Democratic Republic;- Azerbaijan's relations with the Islamic world; - Azerbaijan in light of the Islamic resurgence in Eurasia; - Cultural Diplomacy of Azerbaijan; - The evolution of Azerbaijan's national identity; - Azerbaijani Diaspora (esp. in Georgia, United States, Turkey, Israel, Russia and Ukraine); - Caspian Sea legal status (esp. the status of Azerbaijan-Iran and Azerbaijan-Turkmenistan negotiations).

All manuscripts should be original contributions and not be under consideration by any other publication at the same time, be less than 2,000 words long, and include a brief biography of the author.  Those who want to submit an article or would wish to suggest a book for review or a topic for a review article should send it by email to Murad Ismayilov at adabiweekly@ada.edu.az or mismayilov@ada.edu.az.


We are also happy to consider proposals for a special issue or by those who would like to serve as a guest editor.  Again, contact the editor at adabiweekly@ada.edu.az or mismayilov@ada.edu.az.

In the case of all articles accepted for publication, the Azerbaijan Diplomatic Academy retains the right to republish the article in other journals and books of the Academy.  But authors have the right to republish their article elsewhere as long as they indicate that it first appeared in Azerbaijan in the World.

The 7th International Conference on E-governance (ICEG-2010) scheduled during 22-24 April, 2010 at the Indian Institute of Management, Bangalore (IIMB), India.

The 7th International Conference on E-governance (ICEG-2010) scheduled during 22-24 April, 2010 at the Indian Institute of Management, Bangalore (IIMB), India.

The conference will include a highly selective technical program comprising parallel tracks on key conference themes consisting of submitted papers, a small set of invited papers on important topics from well-known leaders in the field, and poster sessions of early work.

Authors are invited to submit original and unpublished papers, nominating a theme-related track or designating the paper as non-theme related ("Other"). The conference program will be organized into the following themes and topics but not limited to:

"Public Health & ICT
"Micro Finance & ICT
"E-Government and M-Government
Accepted papers will appear in the conference proceedings provided that at least one of the authors registers for and attends the conference. Papers not presented at the conference will not be included in the final program or in the digital proceedings of the conference.

ICEG-2010 is also organizing a Doctoral Forum which will provide a platform for doctoral students from various academic institutions to present their dissertation work in progress and exchange ideas with experts from other academic and research institutions and industry practitioners. A panel of distinguished researchers from academia and industry will preside over the Doctoral Forum to provide feedback and suggestions to the students.

High quality papers will be nominated for the Best Paper award. Better papers may be selected for publication in suitable journals.

Synopsis:


 

Any study of Central Eurasia connecting the two happening continents in a fast changing world order is a challenging task. Central Eurasia is broadly a generic term; its location, situation, ethnic character, rich resources and past experiences have made it a theatre of grand designs and games. The region often associated with terms such as great game, new great game, grand chess board, suddenly surfaced in international political arena aftermath of the 9/11, and then the urgency to bring the knowledge of the region gained ground. The region as a bridge between east and west has further reinforced its centrality in the post-cold war, post-Soviet world scenario.


 

Central Eurasia has recently become an arena of hot politics, pursued by various players, global, regional as well as local. The region's emergence into the global framework is of nascent origin. The region's geo-strategic location and its noteworthy features as space of intermixture of diverse empires and cultures have made the region special, more so after the end of cold war, and subsequent collapse of the Soviet Union. It was, however, after the global surge against terrorism that the region received the global attention. While in the early 1990s, the region was talked about as a strategic theatre bordering a bygone super power, the recent emphasis on its huge energy resources, communication routes and its possible emergence as a breeding ground of terrorism have increased international attention towards the region.


 

In the evolving scenario India which has emerged as an Asian power is poised to play an important role in global affairs. India's role is determined by four factors: its traditional and Silk connections, its peaceful non-antagonizing policies, terrorism and religious fundamentalism and energy security.


 

The national seminar covering major dimensions of Central Eurasia appears timely and necessary. It aims at generating interest on the subject for further research. Unlike in the West the research on this important region is scant in countries like India. There is a paucity of relevant literature, especially from an Indian perspective. This seminar, hence, makes an attempt to fill this critical gap in the Central Eurasian discourse. It will also attempt to make a deeper probe as to what extent India can now be seen as a Central Eurasian player in the coming years.


 

The Conference is an academic exercise in unraveling the emerging dynamics of Central Eurasia. It will focus on the following themes:


 

* Emergence of Central Eurasia

* Nation Building Travails

* Great Game and New Great Game

* Regional Cooperation

* Energy Security

* Central Eurasia in Cultural Context

* Terrorism, Religious Fundamentalism and Drug Trafficking

* India-Central Eurasia Relations - Historical & Modern


 

The Centre for Central Eurasian Studies intends to provide a platform for deliberations on the above themes. The chosen themes have gained importance as Central Eurasia has been undergoing a tremendous churning process in international relations in post-cold war scenario.

The two day exercise will be academic in content and professional in attitude, should be academically rewarding and personally gainful to the participants. The ultimate objective is to generate an in-depth understanding of Central Eurasian from an Indian perspective, which would likely help formulating a framework for a better understanding of Central Eurasian polity, economy and emerging dynamics.

FELLOWSHIPS- Middle East-Related Research at Harvard Kennedy School, 2010-11

The Dubai Initiative at Harvard Kennedy School is currently accepting Fellowship applications, for research related to the Middle East, for the 2010-2011 academic year. The deadline for applying is January 15, 2010.


 

The Dubai Initiative offers pre- and post-doctoral research fellowships as well as senior fellowships for one year, with a possibility for renewal. Both stipendiary and non-stipendiary appointments are available. Please note that stipendiary appointments are significantly more competitive, and financing is contingent upon non-guaranteed funding from our sponsor! To improve your chances of acceptance, please indicate whether you are willing to accept a non-stipendiary or partially funded appointment.


 

Applications for fellowships are welcome from recent recipients of the Ph.D. or equivalent degree, university faculty members, and employees of government, international, humanitarian, and private research institutions with appropriate professional experience. Applicants for

pre- doctoral fellowships must have passed general examinations prior to appointment. We welcome applications from political scientists, policy practitioners, lawyers, economists, and those in the natural sciences who are conducting research about the Middle East on issues of governance, public policy, administration and management, gender studies, economic policy, and political science. We encourage applications from women, minorities, and citizens of all countries.


 

The Dubai Initiative focuses on research related to the Middle East to complement the interests of the Belfer Center, Harvard Kennedy School, and Dubai School of Government (DSG), and offers fellowships at the Belfer Center as well as opportunities for joint fellowships with DSG, which may require the fellow to spend a certain amount of time in Dubai. We also offer a joint fellowship with HKS's Women in Public Policy Program (WAPPP). Details on that fellowship can be found on WAPPP's website.


 

Fellows are generally expected to:

* Complete a 25-30 page Working Paper to be published by the Dubai Initiative

* Complete a 3-8 page Policy Brief to be published by the Dubai Initiative

* Complete an 8-10 page Policy Brief to be published by the Dubai School of Government

* Present theeir research at a Brown Bag lunch

* Attend other DI fellows' Brown Bag lunches

* Contribute regularly to the Dubai Initiative's blog


 

Additionally, Dubai Initiative Fellows are expected to devote a portion of their time on collaborative research, as arranged by the Initiative with DSG. Research Fellows looking to write a book or in the process of completing a book can receive funding to complete it

based on the area of research focus. Pre-doctoral research fellows

are encouraged to work on - and ideally complete - their doctoral dissertations.
