UCLA Budget Update from the Office of the Chancellor-July 27, 2009

UCLA Office of the Chancellor

To:     Faculty and Staff

Dear Colleagues:

As I write this, the California state budget has finally been passed, but it makes no change in our fiscal situation or our plans to address the shortfall.

I'm sure many of you have questions about the implementation of the salary reduction/furlough plan submitted by UC President Mark Yudof and approved by the Regents at their July meeting.  I am pleased, as I know you are, that President Yudof followed many of the recommendations we submitted to him, including, for example, preference for furloughs, protection of employee benefits, graduated salary cuts, and flexibility for the campuses with medical centers to develop alternative plans in order to avoid unnecessary disruption of health care operations.  Those alternative plans are currently under review, and health system employees will be kept informed.

For the rest of the campus, implementation details for the salary reduction/furlough plan are still under development, but I want to tell you about the decisions that have been made.  The plan will take effect on September 1, 2009, at which time eligible employees will begin to accrue furlough days as paid time off that is intended to be used during the 12 months of the furlough plan.  Please understand that for those employees included in the plan, paychecks, reflecting the cut, will be the same amount for each of the 12 months, starting with September earnings, regardless of when employees use their furlough days.

Under separate cover, you will soon receive notification about UCLA's plan to extend this year's Winter Holiday Closure.  We will encourage employees to use furlough days as part of this plan, which will provide an extended period of time off during the holiday season.  It also will help the campus accrue more energy savings than our previous, shorter closures.  However, during all break periods, the UCLA Hospital System and certain essential-service and research facilities may be designated by deans and vice chancellors to remain open.

Beyond campus closure periods, each school and organization will develop plans for how it will implement remaining furlough days for those who accrue them.  This approach will allow units to tailor the process to meet their business needs while also providing the flexibility to meet employee needs.  I know you still have many questions related to the furlough process.  Campus Human Resources is working with departments throughout the campus to provide additional information regarding the furlough plan, and the UC Office of the President will issue additional Q-&-A materials that will help provide answers.  Each school and organization will communicate its process for implementing furlough days to its staff and faculty.

For represented employees, the salary reduction/furlough plan is subject to requirements of the Higher Education Employer-Employee Relations Act (HEERA).

I also want to share with you the information that I presented to the UC Regents last week regarding the status of our budget cuts and their impact on UCLA.  Please see:  http://www.today.ucla.edu/portal/ut/block-describes-impact-of-painful-96270.aspx.

As further decisions about the budget are made, we will communicate them to the campus.  I have asked Executive Vice Chancellor and Provost Scott Waugh to consult with vice chancellors and deans and provide me with recommendations for achieving a targeted reduction in chancellor's commitments by September 1, 2009.  In addition, a task force is being formed to recommend other targeted cuts; it will report to EVC/P Waugh by October 1, 2009.

I want you to know that I am fully aware that although the cuts will affect all of us, they will be harder on some than others.  I am enormously grateful for your dedication and support.  UCLA remains an amazing institution.  On so many counts—including excellence of students, faculty, and staff; amount of research funding; and honors and distinctions earned across campus—UCLA is extraordinary.  I do believe that we will emerge from the current difficulties poised to continue our progress as one of the world's greatest research universities.

Sincerely,

Gene D. Block
Chancellor

ECDL 2009 Workshop: BooksOnline'09, October 2, 2009, Corfu, Greece,

Call for papers - Deadline July 31, 2009

We would like to invite you to submit an extended abstract (max 2 pages) to the BooksOnline'09 Workshop, presenting your views and insights into important issues and opportunities around large collections of on-line books.

Goals

Building on the success of the
First BooksOnline Workshop
, organized at CIKM 2008, the BooksOnline'09 Workshop at ECDL 2009 aims to provide continuity and to ensure further progress in addressing challenges and exploring opportunities around large collections of digital books and complementary media.

The workshop aims to foster the BooksOnline professional network and build support for joint initiatives in research, design, and technology. The objectives are to connect researchers and practitioners from libraries, archives, academia, publishers, and on-line services in order to facilitate discussion and promote collaboration around:

  • Key research and innovation issues, leveraging and extending the outcome of the BooksOnline'08 Workshop,
  • Proposals for projects and initiatives that the BooksOnline community could take forward, and
  • Strategies for project implementation and funding.

The outcome of the workshop will comprise a set of formulated projects and dedicated committees that will facilitate progress over the following year. Future BooksOnline Workshops will follow the community progress and present an opportunity to share results, revisit the issues, and evolve the research and innovation agenda.

Workshop Format

The one day workshop will include selected project presentations and proposals for new initiatives, break-out sessions to brainstorm around proposals and implementation strategies, and a panel discussion to present and summarize the results of the break-out sessions.

The day will start with a summary by the organizers, introducing projects and proposal that were submitted to the Workshop for discussion. Selected projects and proposals will be presented by the authors in more detail. The core activity will be the breakout sessions around the proposals for joint initiatives. We expect that the results of these sessions will include an outline of the implementation strategies, the mechanisms for managing the initiatives, and the plan for increasing visibility and creating relevant partnerships. The outcomes will be discussed during the panel session.

All the relevant reports, proposals, and presentation abstract will be included in the workshop proceedings and distributed to the participants. A detailed workshop report will be published after the workshop. Participants will be invited to contribute to the post-workshop report by reviewing the organizers' write up and providing additional supporting material if needed.

Topics of interest

Participants of the BooskOnline'09 are invited to submit extended abstracts (up to 2 pages) describing pressing issues, opportunities for innovation, case studies of ongoing efforts, or ideas for initiatives involving digital books. Papers reflecting and expanding on the topics that have been identified through position papers and panel discussions during the First BooksOnline'08 Workshop are also welcome. These include, but are not limited to:

  • Fundamental issues:
    • Understanding new paradigms for books, social aspects of on-line book services, and contrasting evolutionary vs. revolutionary approach to innovation, paper vs. electronic media, digitized vs. born digital content.
    • Enabling business and research models, identifying collaboration strategies, fostering community driven innovation, identifying enabling technologies, and addressing legal issues.

Ontology Alignment Evaluation Initiative in cooperation with the ISWC Ontology Matching workshop, October 25, 2009 - Chantilly, near Washington DC., USA http://oaei.ontologymatching.org/2009/

BRIEF DESCRIPTION
Ontology matching is an important task for semantic system interoperability. Yet it is not easy to assess the respective qualities of available matching systems. The Ontology Alignment Evaluation Initiative (OAEI) is a coordinated international initiative set up for evaluating ontology matching systems. OAEI campaigns consist of applying
matching systems to ontology pairs and evaluating their results.

OAEI-2009 is the sixth OAEI campaign. It will consist of five tracks gathering eleven test cases and different evaluation modalities.

The tracks cover: (i) comparison track; (ii) expressive ontologies; (iii) directories and thesauri; (iv) oriented matching; (v) instance matching.

Anyone developing ontology matchers can participate by evaluating their systems and sending the results to the organizers. Tools for evaluating results and preliminary test bench tuning are available. Final results of the campaign will be presented at the Ontology Matching workshop and published in the proceedings.

IMPORTANT DATES
June 1st, 2009: First publication of test cases
June 22nd, 2009: Comments on test cases (any time before that date)

NY Mayoral Election- Wha...wha..What?

I usually do not post any political rants or personal views as these relate to social situation in the United States, because I have been trained to be impersonal and professionally treat the information issues. But I was surprised by the news that was posted by the RT. I wanted to share it with you. I cannot believe that Russia is still broadcasting the Soviet Style (pseudo-Soviet Union) style broadcasts to its viewers. Please judge the following film clip. Thanks a lot.

CFP: 2nd International Conference on the Theory of Information Retrieval

2nd International Conference on the Theory of Information Retrieval

September 10-12, 2009

Cambridge, UK

http://kmi.open.ac.uk/events/ictir09/

Call for Participation

Overview

The International Conference on the Theory of Information Retrieval (ICTIR) aims to provide a forum for discussion and interaction among those with theoretical and applicative research interests in mathematical/formal aspects of Information Retrieval (IR), including, e.g., foundational issues, description or integration of models, retrieval applications, mathematical/formal techniques, existing and/or new theories and theoretical aspects.

ICTIR has grown out of the Mathematical/Formal Methods workshops held annually at SIGIR between 2000 and 2005. These workshops demonstrated that the mathematical/formal results achieved in IR could be organized into a coherent theoretical framework, bringing new knowledge to IR, and that mathematical/formal research can stand as a specialized research area of IR. The first ICTIR conference was held in 2007 in Budapest, Hungary, with the overall aim to explore the multi-valued meaning of IR, combining areas like mathematics and linguistics. The second ICTIR conference in 2009 continues in the same spirit, promoting research in the wider contexts of IR.

ICTIR 2009 presents the latest developments in IR and boasts a high quality programme covering a diverse range of topics. The list of accepted papers is given below. These were selected from the 82 submissions received largely from Continental Europe (39%), UK (21%), North America (18%), Asia and Australasia (10%), Middle East and Africa (12%).

Registration

To register please visit
http://kmi.open.ac.uk/events/ictir09/registration.php.

Workshop Number 13: 'Superpower Rivalry and Third Way(s) in the Mediterranean'

This workshop examines the competing interests and political, economic and cultural influences of the Non-Aligned Movement against those of the Superpowers in the Cold War Mediterranean. From this region's perspective, we reconsider the meaning of nonalignment, its protagonists and its ramifications for a "third way" between the Blocs. Our Workshop seeks to bring together scholars with diverse disciplinary perspectives and expertise on the Superpower confrontation in the region.

Medvedev- Obama Briefing in Moscow-July 6, 2009

When I came home rather enlightened from the AERI, on a lighter note, I wanted to see how Obama and Medvedev characterized their meeting today in Moscow. We all know that Russia is not the Soviet Union. She has her own realities such as allowing our military planes to fly over again her territory..Of course, what do I know- I am a librarian...Enjoy this long briefing...What is a normal road into 21st century?

Missing Documents from the National Archives#items

I was amazed to see this list of missing items from our National Archives. It was rather surprising to see that a heavy silver statute that was given to George H W Bush went missing..woah...
