Call for Papers: The International ACM Conference on Management of Emergent Digital EcoSystems(MEDES 2009)

Technically sponsored by both ACM SIGAPP and ACM SIGAPP.fr Chapter
Technically sponsored by IEEE France & IEEE SMCS
with the cooperation of IFIP WG 2.6
                                http://sigappfr.acm.org/medes
                                     October 27-30, 2009
                                        Lyon - France

Description and Objectives
---------------------------

In the world of the Internet, the rapid growth and exponential use of digital medias leads to the emergence of
virtual environments namely digital ecosystems composed of multiple and independent entities such as individuals, organizations, services, software and applications sharing one or several
missions and focusing on the interactions and inter-relationships among them. The digital ecosystem exhibits
self-organizing environments, thanks to the re-combination and evolution of its digital components, in which resources provided by each entity are properly conserved, managed and used. The underlying resources mainly comprehend data management, innovative services, computational intelligence and self-organizing platforms. Due to the multi-disciplinary nature of digital ecosystems and their characteristics, they are highly complex to study and design. This also leads to a poor understanding as to how managing resources will empower digital ecosystems to be innovative and value-creating. The application of Information Technologies has the potential to enable the understanding of how entities request resources and ultimately interact to create benefits and added-values, impacting business practices and knowledge. These technologies can be improved through novel techniques, models and methodologies for fields such as data management, web technologies, networking, security,
human-computer interactions, artificial intelligence, e-services and self-organizing systems to support the establishment of digital ecosystems and manage their resources.

The International Conference on Management of Emergent Digital EcoSystems (EDES) aims to develop and bring together a diverse community from academia, research laboratories and industry interested
in exploring the manifold challenges and issues related to resource management of Digital Ecosystems and how current approaches and technologies can be evolved and adapted to this end. The conference seeks related original research papers, industrial papers and proposals for demonstrations, and tutorials and workshops.

Call for Papers
In recent years the expectations of software technology based on social networking and social analysis have increased tremendously. Where the initial interest was focused on the Web community, reflecting the success of Web 2.0 applications and the growth of relevance of social  networks analysis. Today, however, this interest extends also to include business and government organizations. A major trend in many areas involves the creation of hybrids incorporating elements of both traditional knowledge management and business process management techniques. In this context the issues related to the quality of data representation acquire a new relevance. For the sorts of accurate and timely analysis of data needed by major organizations demand that data be formulated in ways that are expressive and manipulable at the same time. In this context the role of good quality ontology (i.e. good quality conceptualizations, encoded in portable and extensible format) is more and more relevant.

This workshop aims to focus on content issues, such as methodologies and tools concerned with modeling good ontologies, approaches to ontology content evaluation, quality measures, ontology content management (e.g. metadata, libraries, and registration), ontology documentation, etc. The workshop also aims to give a special attention to ontology content issues in: Business, human resources and employment, healthcare and life sciences, and Web 3.0. We welcome papers and (past/planned) project descriptions that discuss ontology aspects, particularly:
Research papers presenting theoretical solutions, but with a clear illustration on how these solutions can be applied in industry.

Fast Food

Dear Readers and Visitors

I have not posted blog notes of personal nature for the longest. However, today I came accross this videoclip and was kind of thoughtful about "the close reading" process that I am used to by now. I seem to find the clip on one hand offensive to many women, and on the other hand, I did not know that the fastfood has become a norm in the former CIS. Perhaphs, I am wrong? Please respond without personal attacks. Many thanks. Liladhar

Russia, China, and the United States in Central Asia: Prospects forGreat Power Competition and Cooperation in the Shadow of the GeorgianCrisis. (A 2009 free download E-book)

Strategic Studies Institute (SSI), U.S. Army War College, Carlisle, PA, US

Self-description:
"Russia, China, and the United States in Central Asia: Prospects for Great Power Competition and Cooperation in the Shadow of the Georgian Crisis. [2009].

Authored by Dr. Elizabeth Wishnick. Russia and China have been reacting to the pressures of changing U.S.-Central Asia policy over the past 5 years as has the United States. In response to the 'color' revolutions, they achieved broad agreement on the priority of regime security and the need to limit the long-term military presence of the United States in Central Asia.
These are also two key areas -- defining the political path of Central Asian states and securing a strategic foothold in the region -- where the United States finds itself in competition with Russia and China. The Russia-China partnership should not be seen as an anti-U.S. bloc, nor should the Shanghai Cooperation Organization (SCO) be viewed as entirely cohesive. Although there is considerable suspicion of U.S. designs on Central Asia, divergent interests within the SCO, among Central Asian states, and especially between Russia and China serve to limit any coordinated anti-U.S. activity. Despite the fissures within the SCO and the competitive tendencies within the Sino-Russian partnership, the United States will not have an easy time achieving its aims in Central Asia. The author documents how American policy goals -- energy cooperation, regional security, and support for democracy and the rule of law -- continue to run at cross-purposes with one another. In particular, she asserts that competition to secure basing arrangements and energy contracts only benefits authoritarian regimes at the expense of enduring regional security. She argues further that the rhetoric about a new Cold War in the aftermath of the Georgian crisis, and the more general tendency to view U.S.-Russia-China competition in the region with 19th century lenses, as some sort of 'new great game,' obscures the common interests the great powers share in addressing transnational problems in Central Asia."

Budget Related Message from the UCLA Chancellor Dr. Gene Block

UCLA Office of the Chancellor

To the Campus Community:

In the wake of last Tuesday's election, we are all greatly concerned about the budget deficit and its impact on the University of California and UCLA.  You may have read that the state Legislative Analyst's Office has increased, yet again, the projected budget shortfall — from $21 billion, contemplated at the time of last Tuesday's election, to $24 billion.

There will be three levels of decision-making in the coming months that affect the severity and nature of cuts to the university:  state government (legislature and governor), UC system (President Yudof and the Regents) and UCLA.  We do know that the cuts will be severe, and there is no question that we are facing difficult and painful choices.

We are in no position at this time, however, to predict the level and extent of cuts to the university that may impact our current planning levels.  Right now, I encourage you to visit http://newsroom.ucla.edu/portal/ucla/campus-budget.aspx for up-to-date information about the state deficit, and UC and UCLA actions.

As the governor and state legislature negotiate next year's budget, UC and UCLA will advocate for our critical needs and priorities, such as the Cal Grants program.  Recently, as you may know, the media reported that the governor is proposing the potential elimination of Cal Grants, which would greatly reduce low-income families' access to the University of California.  I am deeply concerned about these recent reports.  President Yudof has expressed similar sentiment.

Nevertheless, we face a difficult period of uncertainty.  As we move through this process, please do what you can to stay informed, help the campus achieve cost efficiencies and continue to lend your voice as an ambassador for public higher education in California.

Sincerely,

Gene D. Block
Chancellor

Projecting Pyongyang: The Future of North Korea's Kim Jong Il Regime (a 2008 free download E-book)

Dear Readers,

Although this e book may not be directly related to the Slavic or Eastern European Studies, I would still recommend it to my readers due to its well balanced account. I believe that the remnants of the Cold War still remain in our global village. Many thanks. Liladhar

Strategic Studies Institute (SSI), U.S. Army War College, Carlisle, PA, US

Self-description:
"Projecting Pyongyang: The Future of North Korea's Kim Jong Il
Regime. [2008]. Authored by Dr. Andrew Scobell.
The author seeks to assist planners and decisionmakers in thinking
about and preparing for possible future contingencies concerning
North Korea. He does not dwell on war or conflict scenarios involving
North Korea because military planners have already focused
considerable effort and attention on these. It is entirely possible
that the fate of the country as a political, territorial, and
juridical entity is intimately bound up with the fate of the Kim Jong
Il regime, but one should not assume this to be so. In other words,
the collapse of the Kim regime may not lead to the collapse of North
Korea as a state. Moreover, one should not assume that even if the
regime collapse is followed by state collapse that these events would
inexorably lead to Korean unification."

Call for Papers at UCLA: Futurism: The Invention of a Primordial Tomorrow

TRADITION + LEGACY

University of California at Los Angeles, October 9th and 10th 2009

In 1909 on the front page of Le Figaro Filippo Tommaso Marinetti published the "Founding Manifesto" of Futurism, thus inciting the age of the European avant-garde. The consequences of a Futurist perspective were to be felt throughout the European cultural landscape, however Futurism's greatest contribution, arguably, (being the first avant-garde movement) was that of defining the scope, the means and the modalities of the avant-garde. As part of this definition, Futurists struggled with establishing genealogies and selecting posterity. On the one hand, Futurism rejected the literary tradition that preceded it, only sparing select cultural references; and on the other, Futurism addressed an audience not yet born, that the Futurists helped to create.

This conference intends to explore the relationship of Futurism with the traditional literary canon while also investigating the strategies Futurists employed to create a proper audience for a revolutionary approach to art. What authors and artists did Futurism salvage from the "ruins of Rome and Athens"? Who were Futurism's unacknowledged predecessors? What kind of audiences did Futurism envision in the creation of a 'new' art? Are we now in a better position to appreciate the aesthetic pursuit of the Futurists? What does the contemporary art world owe to the Futurist legacy?

Possible topics:

Futurism and Its Ancestors: Tradition

  • Futurism and the Classics
  • Futurism and the Italian Canon
  • Futurism and Africa
  • Futurism and Stereotypes (Forgotten Futurist Practitioners)
  • Futurism and Fascism

Futurism and Its Audiences: Legacy

  • Futurism and Popular Culture
  • Futurism and the other Avant-garde Movements
  • Futurism and the Neo-Avant-garde
  • Futurism and Stereotypes (Forgotten Futurist Audiences)
  • Futurism and Fascism

If chosen, participants will have the opportunity to publish full-length versions of their papers in a special edition of the UCLA Department of Italian's graduate student journal CARTE ITALIANE, which
will be celebrating its 30th anniversary in 2010.

Please submit a 1 to 2 page abstract for consideration to itagrad.conference@gmail.com by July 20, 2009.

CALL FOR PAPERS – Journal of NCOLCTL

The Journal of the National Council of Less Commonly Taught Languages

(NCOLCTL) is soliciting articles for publication. As the official journal of the Council, the journal serves the professional interests of teachers, researchers, and administrators of less commonly taught languages in all settings and all levels of instruction. The Journal is refereed and published once a year.

Our general editorial focus is on policy, education, programs, advocacy, and research in the field of less commonly taught languages (all foreign languages except English, French, German, and Spanish). The envisaged segmentation of the Journal is as follows:

a. Methodology and Technology,

b. Academia,

c. Beyond Academia,

d. Social Embeddedness

The first section shall include papers focusing on broader theoretical and technological issues in all fields of less commonly taught languages. The second section will encompass reports about research and teaching in academia, at both K-12 and collegiate levels. The third section shall comprise papers addressing research and teaching in government and industry.

Finally, the fourth section will address the issues of a broader social environment, ranging from heritage communities to advancing LCTLs in federal initiatives and legislation.

In preparing the manuscript, please use the latest edition of the Publication Manual of the American Psychological Association (APA), see http://www.apa.org/journals/authors/guide.pdf. Manuscripts should be a maximum of 25 pages (excluding references, charts, notes, etc.) and preferably submitted electronically via email attachment. Double-space the manuscript throughout, including notes, references, and tables, using 12-point font with a 1.5 inch left margin. The manuscript should be accompanied by a 150 word (or less) abstract and a cover sheet containing the manuscript title, name, address, office and home telephone numbers, fax number, email address, and full names and institutions of each author.

Because the manuscript will be blind reviewed, identifying information should be on the cover sheet only, and not appear in the manuscript.

While submissions are welcome at any point, only papers received by October 31, 2009 will be guaranteed consideration for the 2010 issue of the Journal.

Fedora Commons and DSpace Foundation Join Together to Create DuraSpaceTM Organization

Fedora Commons and DSpace Foundation Join Together to Create DuraSpaceTM Organization

Ithaca, NY, Boston, MA --- Fedora Commons and the DSpace Foundation, two of the largest providers of open source software for managing and providing access to digital content, have announced today that they will join their organizations to pursue a common mission. Jointly, they will provide leadership and innovation in open source technologies for global communities who manage, preserve, and provide access to digital content.

The joined organization, named "DuraSpace," will sustain and grow its flagship repository platforms - Fedora and DSpace. DuraSpace will also expand its portfolio by offering new technologies and services that respond to the dynamic environment of the Web and to new requirements from existing and future users. DuraSpace will focus on supporting existing communities and will also engage a larger and more diverse group of stakeholders in support of its not-for-profit mission. The organization will be led by an executive team consisting of Sandy Payette (Chief Executive Officer), Michele Kimpton (Chief Business Officer), and Brad McLean (Chief Technology Officer) and will operate out of offices in Ithaca, NY and Cambridge, MA.

"This is a great development," said Clifford Lynch, Executive Director of the Coalition for Networked Information (CNI). "It will focus resources and talent in a way that should really accelerate progress in areas critical to the research, education, and cultural memory communities. The new emphasis on distributed reliable storage infrastructure services and their integration with repositories is particularly timely. "

Together Fedora and DSpace make up the largest market share of open repositories worldwide, serving over 700 institutions. These include organizations committed to the use of open source software solutions for the dissemination and preservation of academic, scientific, and cultural digital content.

"The joining of DSpace and Fedora Commons is a watershed event for libraries, specifically, and higher education, more generally," said James Hilton, CIO of the University of Virginia. "Separately, these two organizations operated with similar missions and a shared commitment to developing and supporting open technologies. By bringing together the technical, financial, and community-based resources of the two organizations, their communities gain a robust organization focused on solving the many challenges involved in storing, curating, and preserving digital data and scholarship," he said.

New Products

DuraSpace will continue to support its existing software platforms, DSpace and Fedora, as well as expand its offerings to support the needs of global information communities. The first new technology to emerge will be a Web-based service named "DuraCloud." DuraCloud is a hosted service that takes advantage of the cost efficiencies of cloud storage and cloud computing, while adding value to help ensure longevity and re-use of digital content. The DuraSpace organization is developing partnerships with commercial cloud providers who offer both storage and computing capabilities.

The DuraCloud service will be run by the DuraSpace organization. Its target audiences are organizations responsible for digital preservation and groups creating shared spaces for access and re-use of digital content. DuraCloud will be accessible directly as a Web service and also via plug-ins to digital repositories including Fedora and DSpace. The software developed to support the DuraCloud service will be made available as open source. An early release of DuraCloud will be available for selected pilot partners in Fall 2009.

Key Benefits of the DuraSpace Organization

DuraSpace will support both DSpace and Fedora by working closely with both communities and, when possible, develop synergistic technologies, services, and programs that increase interoperability of the two platforms. DuraSpace will also support other open source software projects including the Mulgara semantic store, a scalable RDF database.

DuraSpace will pursue a mission that extends beyond these existing software platforms. This broader mission will include developing open technologies and services for the communities that have developed around these two platforms. The organization will also reach out to new communities who manage, preserve, and provide access to digital content.

DuraSpace will amplify the value of each individual organization, enabling it to sustain a larger community. With both organizations working in unison, there can be significant economies of scale, synergies in developing open technologies and services, and a strong position for long-term sustainability.

DuraSpace will be represented at the Fourth Annual International
